need help converting from ogg to mp3

yes I know it will degrade quality, it's ok, they're just sounds.

I added the ogg files from a folder and then selected all and then right clicked to convert. it asks me what folder and when i select the folder to go into i get another pop up window asking to "OPEN"....open what??

I'm really confused....help!

Foobar2000 is asking you to tell it where the ogg encoder is located. If you don't have one, you can get it as part of the foobar2000 Free Encoder Pack.
That's so plausible, I can't believe it.

ok i downloaded it and installed itself.

but I try to convert again and it still asks me what to open. where is this thing I need to let it select so I can convert?

Actually since you are encoding to mp3 its asking where the encoder is for that.
And the window that asks you to open something should say what its asking for in the titlebar of the window, something like "Please locate lame.exe",
unless there is something odd about your Windows UI.

Select the appropriate bundle, usually one of the two at the top (LAME 3.99.5 or LAME 3.99.5 64bit).
Extract the lame.exe from the zip file to a location of your choice.
Then when foobar2000 asks you to open the encoder location ...

I blame patents. Distributing MP3 encoders in many countries requires several licenses for the underlying patented technology. So in order to have an MP3 encoder built-in, and be legal, foobar2000 would have to carry advertising or otherwise charge money in order to offset the cost of those licenses. But we want foobar2000 to be free to use and free of ads, so there's a convenience cost associated with that. So for now, you have to install an encoder separately, and then tell foobar where it is, because it has no way of knowing.

Those precompiled LAME bundles are unlicensed and thus the operator of the website which is distributing them is at risk of being sued, but I doubt it will happen before the patents expire in a few years. As a user, it's not your problem anyway.

(iTunes is free but subsidized by a company that has more cash than many countries... they can afford the licenses.)

Sorry for the incorrect instructions. I mentally swapped mp3 and ogg. Had I got it right, the procedure would have felt a lot easier.

To be fair to the programmers, I checked, and the dialog box that pops up does indeed say "Please locate lame.exe" at the top, and the drop-down menu that shows filetype does say "Command-line Encoder (lame.exe)."

IMO, comparing foobar2000 to iTunes is like comparing a worker bee to a drunken octopus.
That's so plausible, I can't believe it.
