Low frequency PLL board

I've been looking for a PLL board that could take a KHz reference frequency in order to phase lock some equipment together.  I've been looking around, but unfortunately all of the devices I can find require a reference clock of at least a MHz.  Does anyone make a PLL that could accept something out of a sound card (e.g. a 5 KHz tone)?  I'd like to clock a faster DAC off of an audio tone. 

It seems like this sort of thing would not be very hard to build, but my experience is that homemade timing circuits require quite a lot of tweaking to get good performance, so I'd rather buy a ready built one if they exist.

Take a look at Silicon Labs Si5319 or Si5326 evaluation boards. Although it might be an overkill for your needs.
