Sox can do this (and plenty more). e.g.

 play.exe -n synth whitenoise

... from the install directory, should do the trick.

Track 2 from the EBU SQAM (Sound Quality Assessment Material) CD is pink noise from an analog generator. A bit band-limited, but might suffice.

Audacity can generate white and pink noise.  GoldWave can generate white noise.    You can download a pink noise sample form TestSounds.com, and I assume if you search you can find other sites where you can download test samples.

The freeware LF Generator here doesn't do white noise, but it's a very handy all-purpose PC signal generator:
